Pep Guardiola has spent big bolstering his ranks, with the Catalan coach eager to avoid another trophyless campaign.
Fernando has become a casualty of that rebuilding process, with there no longer a role for him.
Bernardo Silva is among those to have been drafted in, with the Portugal international joining a midfield talent pool which already includes Fernandinho, David Silva, Yaya Toure, Ilkay Gundogan and Fabian Delph.
Galatasaray have used that situation to their advantage, with the Turkish confirming to the stock market that transfer discussions have been held.
Their statement read: “Professional footballer Fernando Francisco Reges of Manchester City FC has officially started talks regarding a transfer to the club.”
'Pep will be what he wants at Barca'
Fernando joined City from Porto for £12 million in the summer of 2014.
While not always guaranteed a starting berth with the Premier League giants, the 30-year-old will move on having made 101 appearances – with one of those seeing him help City to a League Cup triumph in 2016.
