I think a more reasonable approach to this is judging quarterbacks who actually played a meaningful amount of NFL games. Why? Because it's easy to pile on Ryan Leaf or Jamarcus Russell or any number of guys who flamed out of the league quickly. 

For doing this I'm taking a few things into consideration:

  • We'll use 1990 as a reasonable starting point. Comparing players from the 1950s to the players from today isn't really valuable for this exercise.

  • QB must have started a minimum of 2 full seasons (32 games) through this period.

  • Using passer rating as my measure. I will also include their W-L record.

The bottom 10?

  1. Rick Mirer (1993-2003) — 63.5 rating, 24-44 in 68 career starts

  2. Steve Walsh (1990-1999) — 67.6 rating, 19-14 in 33 career starts

  3. Dave Brown (1992-2001) — 67.9 rating, 26-34 in 60 career starts

  4. Billy Joe Tolliver (1990-1999) — 68.9 rating, 13-29 in 42 career starts

  5. Kent Graham (1992-2001) — 69.0 rating, 17-21 in 38 career starts

  6. Joey Harrington (2002-2007) — 69.4 rating, 26-50 in 76 career starts

  7. Kyle Boller (2003-2011) — 69.5 rating, 20-27 in 47 career starts

  8. Trent Dilfer (1994-2007) — 70.2 rating, 58-55 in 113 career starts

  9. Kordell Stewart (1995-2005) — 70.7 rating, 48-34 in 87 career starts

  10. Derek Anderson (2006-present) — 70.8 rating, 19-25 in 44 career starts

So by this measure:

  • There were 115 qualifying quarterbacks.

  • Derek Anderson is the only one in the bottom 10 still presently in the NFL.

  • Judging by the duration of the careers on the list, no one was penalized for two bad seasons at the end of their career.

  • Other current NFL QBs in the bottom 100? Rex Grossman (12), Mark Sanchez (17), Chad Henne (30), Christian Ponder (33), Josh McCown (39), Ryan Fitzpatrick (49), Tarvaris Jackson (53), Sam Bradford (57), Matt Cassel (60), Michael Vick (64), Kyle Orton (65), Jason Campbell (68), Eli Manning (70), Matt Hasselbeck (71), Alex Smith (72), Ryan Tannehill (73), Matthew Stafford (78), Joe Flacco (84), Andy Dalton (85), Jay Cutler (88), Cam Newton (90), Andrew Luck (96), Carson Palmer (97).

So we don't end on a downer: The Best 5 since 1990 (min 32 career starts, by passer rating) are Aaron Rodgers (106.2), Steve Young (105.1), Russell Wilson (98), Peyton Manning (97.8), and Tony Romo (96.5).

Note: This is by no way a perfect measure. This by no way reflects my views. I was just trying to find a way to rank these guys objectively.
