The deal is reportedly over two years, although the financials were not disclosed.
Johnson, 35, came to Tennessee after a rough season with the Colts, where he only had 41 receptions for 503 yards and four touchdowns.
He spent 12 seasons with the Texans and remains team's the all-time leading receiver with 1,012 catches for 13,957 yards and 64 touchdowns.
Even though Johnson's best playing years are likely behind him, his experience could guide second-year quarterback Marcus Mariota, who finished last season with a 62.2 percent completion rate, 2,818 yards and 19 touchdowns.
