The Raiders could shock some people in the 2019 NFL Draft.
Oakland has the No. 4 pick and it might be considering selecting a quarterback, according to an NFL Network report.

NFL Network insider Ian Rapoport reported:
The Oakland Raiders have become somewhat of a curiosity here. Some teams believe they could take a quarterback. Either Kyler Murray, if he's available, or Dwayne Haskins from Ohio State, if he is available there. They worked out both players. Really, really, really like both guys. Obviously Derek Carr is their franchise quarterback and they've stood behind him. But still the quarterback rumors with the Raiders persist and are probably not going to stop until we figure out whether they draft the best available quarterback, or maybe a top front seven player at No. 4.
Carr, 28, has spent his entire career in Oakland. He threw for a career high 4,049 yards in 2018, but also tallied a career-low 19 touchdown passes. The signal-caller ranked 12th in passing yards and 21st in touchdown passes last season.
The Raiders offense could use some improvement, as it ranked 22nd in the NFL after its latest campaign.
Meanwhile, Oakland traded pass rusher Khalil Mack to the Bears before last season and it took a hit on the defensive end. It had the worst defense in the league and gave up an average of 29.2 points per game. It also recorded the fewest sacks in the league (13). The closest teams to that mark were the Giants and Patriots, who tallied 30 sacks each.
On the bright side, the Raiders made key acquisitions by signing offensive lineman Trent Brown and trading for star wideout Antonio Brown.
NFL Network indicated that the No. 4 pick could be a "surprise," as Oakland sent its scouts home ahead of Thursday's draft.
The Raiders finished last season with a 4-12 record.
