The Las Vegas Raiders are currently in the midst of organized team activities, which is the third phase of the offseason program. However, starting in 2025, OTAs might look very different.
Per NFL Network's Tom Pelissero, the NFLPA is working on finalizing a proposal this summer that would alter the offseason program as soon as 2025.
The change would see players not reporting until mid-June to early July instead of in the spring, which would allow for a longer ramp-up to training camp. Teams would still be allowed to hold virtual classroom sessions in the spring, but no practices would take place until training camp, according to NFL.com.
"The NFL Players Association is working to finalize a proposal to overhaul the offseason starting as soon as 2025, eliminating voluntary on-field work in the spring in favor of a longer training camp ramp-up, with players reporting in mid-June to early July, per sources," Pelissero wrote.
As things stand now, the offseason program consists of three phases, with the first including meetings, the second including on-field drills, and the third including OTAs. The offseason program is voluntary, with the exception of mandatory minicamp, which is usually the first or second week of June.

The hope is that the approach will be an effective solution for reducing injuries and giving players more recovery time in between seasons. The proposal must be approved by the NFL, as offseason program rules are collectively bargained.
