Both the Titans and Browns finished the season 3-13 after their respective losses to the Colts and Steelers on Sunday. But the Titans get the first pick because of a strength of schedule tiebreaker. The Browns also handed the Titans a 28-14 loss in Week 2.
Making Tennessee's pick in April will likely be a new general manager with Ruston Webster's expiring contract not expected to be renewed.
The Titans are set at quarterback after selecting Marcus Mariota with the second pick in the 2015 draft. The Titans have a plethora of needs, but most believe Tennessee will go with an offensive tackle to help protect their franchise quarterback. The last time the Titans franchise had the top pick was in 1978 and the Houston Oilers picked Texas running back Earl Campbell, who went on to have a Hall of Fame career.
Another option at the top of the draft is Ohio State defensive end Joey Bosa, who would be a popular pick for the Browns. The last time the Browns had the top overall pick, they selected Penn State defensive end Courtney Brown in 2000. The last time they picked at No. 2, Cleveland selected DB Eric Turner out of UCLA.

After the Titans and Browns are the Cowboys (4-12) and the Chargers and 49ers, who each began Sunday's late afternoon games with 4-11 records.
The 49ers could go after California quarterback Jared Goff, 11 years after passing on former Cal QB Aaron Rodgers. Instead, they took Utah quarterback Alex Smith at the top of the 2005 draft. Smith is now in Kansas City while Rodgers has been a two-time MVP and won a Super Bowl with the Packers.
