Rosas has spent the last five seasons in his position with the Rockets and the last 16 years with the team.
He is a native of Bogota, Columbia and has also spent time as an international player scout for the USA Basketball men's team.
Minnesota fired head coach and president of basketball operations Tom Thibodeau in January.
Ryan Saunders was named the team's interim coach at the time, but it is unclear if he will remain with the hiring of Rosas.
It is expected he will stay on as will Scott Layden in his general manager role.
Minnesota also had reported interest in Nets general manager Trajan Langdon as the team's president of basketball operations, according to The Athletic.
Rosas was also in the running to replace Ernie Grunfeld with the Wizards in the same position.
