Federer, 34, had been due to make his return in Miami after knee surgery. He revealed this week that he tore a meniscus shortly after the Australian Open while preparing a bath for his twin daughters.
The world's third-ranked player, Federer was winner of the Miami tournament in 2005 and 2006. He will be replaced by lucky loser Horacio Zeballos.
