Is Le'Veon Bell playing in Week 10?
UPDATE: Bell is officially ACTIVE.
Bell (knee) returned to Jets practice in a limited fashion on Thursday, and Jets coach Adam Gase said Friday "it looks good" in reference to Bell's availability. On Saturday, Bell posted on Instagram: "by the way...i'm playing tomorrow." [sic]

So, that should settle things. As long as Bell is active, he's a must-start against a Giants defense allowing the ninth-most standard fantasy points per game to RBs. If Bell were to have a setback and be a surprise scratch, Bilal Powell and Ty Montgomery would likely share touches in the backfield, with Powell having more value and functioning as a low-end RB2.
