Penn State has been very good under James Franklin. But greatness has been elusive for a program that's fallen behind Ohio State and Michigan in the Big Ten. With the Wolverines facing changes at quarterback and head coach, the Nittany Lions have a chance to climb the league pecking order in 2024.
