Team India fell short in the opening game of the five-match T20I series against West Indies. The visitors lost the game by four runs, as they failed to chase down a decent target of 150.
However, the result was not the only thing that didn't go India's way. Skipper Hardik Pandya was penalised by the ICC for not concurring with the rulebooks.

Why was India penalised by the ICC in the 1st T20I?
Both India and West Indies were penalised by the International Cricket Council (ICC) for maintaining a slow over-rate in the first T20I. The visitors were handed a 5% reduction of their match fees for being one over behind the rate. However, the hosts were fined 10% of their match fees, as they lagged two overs behind the required rate.
Even though the target was not exorbitant, the Windies' bowlers were very slow in completing their quota of 20 overs. As a result, the ICC imposed a hefty fine of 10%. The decision was taken after considering the time allowances. The rulebook fines the captain of the team, in this case, Hardik Pandya and Rovman Powell.

What does the ICC rule book say about the minimum over-rate?
The Article 2.22 of the ICC Code of Conduct for players and player support personnel relates to the minimum over-rate offences. Players are fined 5% of their match fees for every over their team fails to bowl in the allotted time limit after considering the time allowances. The ceiling limit of such an offence is 50% of the match fee.
As per the ICC Release, the skippers admitted their guilt and accepted the fines imposed. Thus, there was no formal hearing scheduled. On-field umpires Gregory Brathwaite and Patrick Gustard, third umpire Nigel Duguid and fourth umpire Leslie Reifer levelled the charges.
The Men in Blue would hope to correct the wrongs from the first T20I and return to winning ways in the second T20I. It will be played in Guyana on Sunday.
