Sportstar quoted a source in the ministry who said,
The security delegation will go with representation from the PCB to inspect the venues where Pakistan will play and also the security and other arrangements made for them in the World Cup.
Before any tour to India, it is standard practice for the cricket board to seek permission from the government which normally sends a delegation to India. The delegation will interact with the officials there and discuss and inspect with them the security and other arrangements for our players, officials, fans and media, who will go for the tournament.
Will Pakistan travel to India for the World Cup?
Pakistan's impending travel to India has been a subject to much debate recently with many figures in the Pakistan Cricket Board (PCB) threatening to not travel since India did not want to go to Pakistan for the Asia Cup.

However, former players in Pakistan including Wasim Akram have said that Pakistan should not even consider boycotting a tournament like the World Cup.
Where are Pakistan playing during the 2023 World Cup?
The delegation will inspect venues like Chennai, Bengaluru, Hyderabad, Kolkata and Ahmedabad where the high-voltage India versus Pakistan will be held.
The delegation will make a report on the basis of their observation and hand it over to PCB.
The source further added,
The PCB will share the report with the ICC and BCCI if the delegation has any concerns. This is not unusual and it is standard procedure for all tours to India. Even in other sports, the respective national federations have to get clearance from the government to send their teams to India for any competition.
