According to Cricbuzz, the BCCI is likely to announce the rules for retention of players around the date of the Annual General Meeting (AGM) which is supposed to happen on September 29 in Bengaluru.
However, with no official word on the matter yet, it is being speculated by IPL officials that the announcement might be delayed by around 10 days and the franchises have been made aware about the potential delay without any commitment on the date.

The rules of retention were initially scheduled to be out by the end of August but when the franchises contacted the board, the latest on the matter was notified to them. With no official notification, it is being speculated that the delay is due to the upcoming AGM at the end of this month.
The officials are reportedly pondering over whether or not they should categorise retired players as uncapped internationals, i.e., someone like MS Dhoni and Sunil Narine who both last played in an international game more than 5 years ago. It is a complicated decision to make as it affects the whole dynamics of the retentions and use of purse in the auctions.
When is the deadline to submit IPL 2025 auction retentions?
The deadline to submit the retentions is November 15 and the auction is scheduled in December. The exact dates will be announced later.
