Five-run penalty on the third offense: What is the ICC's new stop clock rule? image

In recent years, cricket has seen a worldwide trend in the length of matches. With players and umpires often lengthening certain processes (equipment changes, reviews, third umpire decisions, etc) even a T20 match can often stretch over four hours long.

There have been many attempts by those in charge of the game to cut down on these delays and ensure that matches do not run for too long. One of these was on show during the recently-concluded World Cup, where teams were required to bring an extra fielder inside the 30-yard circle if they were behind the over-rate after 49 overs.

On Tuesday, the ICC announced a new measure to reduce time-wasting on the part of the bowling side. On a trial basis, a stop clock would be used to measure how long teams were taking between overs, to begin bowling again.

The measure is set to be implemented in mens' T20Is and ODIs from December 2023 to April 2024. As per the ICC's press release, the new regulations stipulate the following:

If the bowling team is not ready to bowl the next over within 60 seconds of the previous over being completed, a 5-run penalty will be imposed the third time it happens in an innings.

Earlier this year, the Caribbean Premier League (CPL) had come up with its own unique way of tackling this issue, with umpires allowed to show a 'red card' to fielding teams who were behind the over rate going into the final two overs of T20 matches. They would have to then remove one fielder from the ground.

In the new rule announced, ICC has also mentioned that a player who has transitioned from male to female and has gone through any form of male puberty, will not be allowed to take part in women's international cricket.
