After a standout college career at Texas, where he won the Doak Walker Award as the nation's top running back in his final year, Foreman had been a disappointment for the Texans. A third-round pick in the 2017 NFL Draft, he tore his Achilles in Week 11 of his rookie season and didn't return until last December.
But Foreman had reportedly drawn the ire of Texans coaches in training camp this year for a poor work ethic and being late for team meetings.
Foreman carried the ball only 85 times for 326 yards in two seasons in Houston.
Marlon Mack is the expected starter in Indy, and Foreman will compete with second-year running backs Nyheim Hines and Jordan Wilkins for playing time.
In a corresponding move, the Colts waived running back Keith Ford, who they had just signed as a free agent on July 28.
