The Blue Jays have  added an arm to the bullpen.

Toronto has officially agreed to a one-year deal, $2.5 million deal with reliever David Phelps. The deal, which was originally reported on Thursday night, includes a club option for a second year. 

The terms of the deal are incentive-based, according to The Athletic's Ken Rosenthal. If Phelps finishes 25 and 30 games in 2019, he'll receive $125,000 for each mark and he'll receive $250,000 each if he finishes 35 and 40 games. His bonuses max out at $3.25 million this season.

If the Blue Jays pick up his club option for 2020, Phelps could receive up to $8 million for that season.

Phelps, 32, missed the entire 2018 season due to a torn UCL in his right elbow. He last pitched for the Seattle Mariners in 2017 after he was traded by the Miami Marlins mid-season. In 2017, Phelps had a 3.40 ERA in 55.2 combined innings pitched.

The right-hander is no stranger to the American League East. Phelps started his career with the New York Yankees, pitching for them from 2012-14. The Yankees traded Phelps to the Marlins prior to the 2015 season. He was a spot starter for the Yankees and Marlins through the 2016 season. 

Phelps is 30-33 with a 3.89 ERA in 553.2 innings pitched over his six-year career.
