The Newport-based club are one of four Welsh clubs that play in the Pro14 league which is comprised of clubs from Ireland, Italy, Scotland, South Africa and Wales.
Cooper has reportedly already held informal talks with the relatively small club that was founded in 2003 and despite being one of the weaker sides in Pro14, are desperate to turn their fortunes around with Cooper seemingly seen as a player that could help them do just that.
Taken over by Welsh Rugby Union, the Dragons have been boosted by investments from millionaire businessman David Buttress and will need to fend off interest from Japan to sign the 29-year-old.
Cooper has spent most of his career with the Reds aside from a brief stint in France with Toulon in 2016.
The fly-half has played 70 Tests for the Wallabies with his last appearance coming against Italy as a substitute in June.
