Canberra Raiders coach Ricky Stuart has been issued with a breach notice after his comments directed towards Penrith Panthers player Jaeman Salmon.

The notice comprises a fine of $25,000 along with a one-week suspension. 

Stuart's penalty will see him suspended from all head coach-related duties, including attendance at training sessions. 

Raiders assistant coaches Brett White and Andrew McFadden are expected to train the team ahead of their clash with the St. George-Illawarra Dragon on Sunday.

Stuart will be permitted to return to coaching at 4:00 pm on Tuesday, August 16.

The 55-year-old has now become the first coach in premiership history to be suspended for comments made in a post-match press conference.

In a statement on Tuesday, NRL CEO Andrew Abdo condemned Stuart's remarks.

“Leaders need to set the standard in the game. The comments are completely unacceptable from any individual let alone an official of such experience and standing,” Abdo said.

“This is a highly unusual case, and we have taken the significant step of proposing a suspension from his duties for one week.

"This will be a full suspension precluding Ricky from having any involvement with any club activity either in person or remotely.

"Furthermore, the fine must not be paid by the club but by Ricky himself.”

Following a 26-6 defeat to Penrith on Saturday, Stuart took aim at Salmon for what he viewed to be a deliberate kick out at Tom Starling during the match. 

The Raiders boss described the Panther as a "weak-gutted dog" in a stunning spray, before it was revealed that the pair had some bad history. 

The breach notice also comes one day after Raiders CEO Don Furner said the club would accept any sanctions handed down to Stuart.

In a statement on Monday, Furner explained the club was supporting their head coach but would accept the outcome of the NRL's investigation.

“As a club we do not condone the comments made by Ricky in Saturday night’s press conference and we are currently in dialogue with the NRL and cooperating with all their inquiries," Furner said.

“We will accept their findings and any sanctions they hand down."
