The NRL has sanctioned the Dragons over the situation which led to Ronald Volkman's contract drama ahead of the 2024 season.
Volkman had begun training with St George Illawarra ahead of a proposed move to the club following a release from the Warriors.
The young half's contract had yet to be registered with the NRL when he failed a medical, with the Dragons claiming to have been misled on the severity of a pre-existing shoulder injury.

Volkman was temporarily left without medical cover before the RLPA intervened and an agreement was reached which would see both the Dragons and Warriors contribute to his rehabilitation costs.
Over the matter, the Dragons were hit with a breach notice by the NRL, as well as a suspended fine of $40,000.
"The breach notice relates to a contractual matter involving player Ronald Volkman from earlier in the year," an NRL statement read.
"The NRL acknowledges the cooperation of the Dragons with the investigation of the NRL Integrity Unit.
"The notice proposes a fine for the club of $40,000, which will be suspended for a period of 24 months."
In responding to the breach notice, the club confirmed they would accept the fine.
"The Dragons acknowledge receipt of a breach notice issued today by the NRL concerning Ronald Volkman earlier this year," a club statement read.
"The notice proposes a suspended fine which the club will accept.
"In navigating this complex situation, the club worked closely with all parties involved to reach a resolution and is committed to ensuring compliance moving forward."
With his shoulder now improved and still just 22, Volkman is reportedly on the radar of several NRL clubs for 2025.
