The rain made the time trial course treacherous around the turns, and there was one rider who didn't make it.
Spanish rider Alejandro Valverde slid into a metal barrier and was taken by ambulance to a hospital.
Valverde sustained cuts to his leg and most likely fractured a few bones. He withdrew from the tour

The race moves from Düsseldorf, Germany to Liège, Belgium for Stage 2. The stage is a flat, 203.5-kilometer route that will be set up for a sprint finish.
