Defeat at local rivals Huddersfield Giants will see Bradford slip into the Championship and cap a miserable season that started with a six-point deduction in February after going into administration.
The Bulls are still battling to overturn the penalty off the pitch, but the same resolve has been lacking on it following a run of eight defeats from their last nine Super League outings.
Lowes was appointed as head coach in June – having won two Super League titles with the club as a player – and is determined to return Bradford to the top flight if relegation is confirmed this weekend.
"Occasionally clubs will go through cycles – Leeds Rhinos went through one and they produced some youth and have got back to the top – and unfortunately we're at the bottom of that cycle," Lowes told the Telegraph and Argus.
"We've got to rebuild and start again from the bottom.
"We've got to get the club back to where it was at the start of Super League and it won't be easy.
"We'll have to roll our sleeves up but we're all determined to do that."
With the spectre of relegation looming large over Odsal, Lowes is pragmatic about a situation that sees the Bulls second bottom, some 13 points adrift of Salford City Reds.
He added: "We haven't mentioned relegation at all.
"I didn't see any reason to mention it. If we are relegated then we'll deal with that on Monday morning.
"If we get a stay of execution then we'll go onto Wigan and deal with that."
