The centre had 10 of his points in the fourth quarter, during which his team outscored the Raptors 28-19.
Cousins was ably supported by Rudy Gay (27 points) and Omri Casspi, who had 14 points off the bench.
The win marked the Kings' third straight after a 1-7 start to the season, while the Raptors slipped to 7-4.
