Stand-in captain George Bailey had no hesitation sending an unchanged England side in to bat on what is expected to be a lively Perth pitch in a match that will begin in overcast conditions.
Australia made four changes to the side which comfortably beat the tourists in Sydney last Sunday, with Bailey, Steven Smith, Matthew Wade and Mitchell Johnson coming into the XI for the rested Michael Clarke, David Warner, Brad Haddin and spinner Xavier Doherty.
Bailey was in doubt for the match with a hip flexor injury, but was declared fit to lead the side despite making only a brief appearance at training on Thursday.
Smith and Wade will play their first one-day matches of the summer as Australia chase a 4-0 lead in the five-match series.
Australia regained the world No.1 ranking in one-day cricket on Wednesday when New Zealand defeated India, but will need to win on Friday to retain top spot.
England have lost their past nine matches combined in all formats and another defeat on Friday would equal the mark set twice before in 1993 and 2001.
