Carter went to college at the University of Tennessee in Knoxville. She attended from 2012-2016, where she played for four years on the women's basketball team. She finished her career an Arthur Ashe Jr. Sports Scholar. She led the SEC in steals during her third season with 80, posting the most by a Vol since Alexis Hornbuckle racked up 104 in 2007-08.
She redshirted her freshman season after seven games. She had injured her right shoulder against Miami and then later re-injured it, causing a labral tear. Carter underwent surgery and missed the remainder of her first season.
