A veteran of 158 NRL games with the Brisbane Broncos and Titans, the former New Zealand international's move to the Eels was confirmed on Tuesday.
Eels coach Brad Arthur hailed Hoffman's versatility as the 28-year-old joined Nathan Brown, George Jennings and Siosaia Vave as a Parramatta recruit ahead of 2017.
"Josh brings tremendous NRL experience and can play anywhere from one to six which ensures our squad will have strong competition across multiple positions," he said.
"He has been a strong and consistent performer for the Titans over the past couple of years and he will provide a strong contribution to the club from 2017 and beyond."
The Eels endured a difficult season during which they won 13 games but finished third bottom, deducted points for salary-cap breaches.
